WASHINGTON, DC, July 16, 2020– The American Coal Council welcomes the National Environmental Policy Act (NEPA) reforms and appreciates the efforts of the administration in spearheading long-overdue changes to improve the timeliness and effectiveness of the NEPA review process.
Federal agency environmental reviews have become increasingly burdensome, time consuming and costly over the decades since NEPA’s enactment. The development of coal and other infrastructure projects has been fraught with delays, and the NEPA process has been inappropriately used to block projects completely. The coal sector is highly regulated and these NEPA reforms will not diminish environmental protections. Importantly, the reforms will reduce government bureaucracy through streamlining, better coordination, and greater transparency during the review and permitting process.
The challenges our nation has faced as a result of the coronavirus pandemic reinforce the importance of our domestic resources and supply chains. The coal supply chain – mining, transportation and coal used to make electricity, steel, cement, paper and chemicals – is vital to our nation’s efforts to strengthen the economy and employment.
These NEPA reforms are much-needed and offer support for achieving broader U.S. infrastructure objectives.
The American Coal Council represents the collective interests of the American coal industry from the hole-in-the-ground to the plug-in-the-wall ~ in advocating for coal as an economic, abundant and environmentally sound fuel source.
